2 c Flour Stir together flour and baking powder. Cut in shortening until mixture resembles crumbs. Stir in water, pepper and 2 tablespoons of the cheese. until soft dough forms. Place dough on lightly floured surface. Roll to 10x8 rectangle. Brush with margarine. sprinkle with remaining cheese. Cut crosswise into 12 strips. Gently twist each strip. Place 1/2 inch apart on lightly greased cookie sheet. Bake at 450 until light golden brown, 10-12 minutes.
